Minister V Ford's open letter to SEND Sector during Covid19 - 24.03.2020

All schools are supported to be as inclusive as possible, with the needs of pupils' with Special Educational Needs and Disabilities being met in a mainstream setting wherever possible.

The four broad ‘areas of need’ are defined as:

Communication and Interaction

Cognition and Learning

Social, Emotional and Mental Health Difficulties

Sensory and Physical Needs.

At Milnrow Parish CE Primary School, we embrace the fact that every child is different and, therefore, the needs of every child are different. Each individual is valued, and we believe in nurturing talents, widening horizons and creating aspirations for all creating a firm foundation for individual growth.

One of the key principles underpinning the SEN (Special Educational Needs) Code of Practice is ‘co-production’. In short, this is the involvement of service users (Parents, Carers and Pupils) in all aspects of the service department. Therefore, creating a more holistic approach to SEND (Special Educational Needs and Disabilities). These requirements are set out in The Children and Families Bill 2013, which state that it is essential to:

  • Ensure children, young people and families know what help they can get when a child or young person has special educational needs or a disability
  • Provide children, young people and their parents with more control over the help they receive

 In addition, local authorities are:

  • Replacing statements and learning difficulty assessments with new birth to five Education, Health and Care plans
  • Improving cooperation between all the services that support children and their families and particularly requiring local authorities and health authorities to work together
  • Requiring local authorities to involve children, young people and parents in reviewing and developing provision for those with special educational needs and to publish a local offer of support

From the 1st September 2014, under Section 65 (3) (a) of the Special Educational Needs (Information) Regulations, all schools are required to publish an SEN Information Report on their school websites.

This report must contain SEN information as is set out in the Schedule, as well as utilising the Local Authority (LA) Local Offer. Consequently, the report should meet the needs of SEN pupils as determined by school policy and the provision that the school is able to determine.

 What is the Local Offer?

The LA Local Offer:

  • The Children and Families Bill became enacted in 2014. From this date, Local Authorities and schools are required to publish and keep under review information about services they expect to be available for the children and young people with Special Educational Needs (SEN) aged 0-25. This is the ‘Local Offer’.
  • The intention of the Local Offer is to improve choice and transparency for families. It will also be an important resource for parents in understanding the range of services and provision in the local area.
